Founder and Partner
Mr. Scott's experience in real estate, rental management, property management and fractional ownership dates back to 1990 when he moved to Myrtle Beach, South Carolina from Charlotte, North Carolina. At that time, he and his brother, Michael Scott (now deceased), started two companies that eventually merged into one known today as Tartan Management, Inc. Since becoming involved in the real estate industry, Mr. Scott has gained licensure in North Carolina, South Carolina and Florida as a real estate broker. Additionally, he has a Community Association license in Florida.
During the 17 years he has been in the real estate business, Mr. Scott has been involved with community association boards and with condo design. He was part of the troika development team that built Indianola on the Water, Fort Walton Beach, FL, in 2005. He has been a leader in the use of the internet for marketing real estate long before it was fashionable in 1994. Mr. Scott is a member of ARDA and has served on the Board of Directors for C.A.R.E. (the Cooperative Association of Resort Exchangers, Inc.), as Vice President and Treasurer. In 2006 Mr. Scott received the highest award given in the industry, The Pinnacle Award by C.A.R.E. There have only been four of these distinctive awards given in the past 8 years.
Mr. Scott has been involved in fractional real estate sales and management since the very early 1990’s. In 2006, he founded Central American Resort Rentals, LLC, a property and rental management company specializing in properties located throughout Central America. Mr. Scott and his wife, Carlisle, have four grown children, four grandchildren and one eleven year old son. After residing in Costa Rica for three years during the launch period of Central American Resort Rentals, the Scott family has moved back to Myrtle Beach in 2008 where Norm works out of the main Tartan Management office.
Vicki DiFabio

A relative newcomer to the
vacation industry, Vicki joined
Tartan following a relocation
from New Jersey.
With an accounting degree from
the University of Delaware and
strong legal, human resources
and management backgrounds,
Vicki now provides day-to-day
management of Tartan. She
previously was the Chief
Executive Officer of a private
dining club, a Human Resources
Director for an international
computer company, and owned her
own catering company.
She is a member of the
Association of Professional
Community Managers and serves on
the Board of Directors of the
Cooperative Association of
Resort Exchangers. She and her
husband, Richard, have three
grown children, three
grandchildren and live in North
Myrtle Beach, South Carolina.
